This document has been substantially revised and must be completely reviewed. Major changes
include: designation of tobacco-free medical campuses; updated Designated Tobacco Areas and
areas where tobacco use is prohibited; updated policies on tobacco use among Airmen in formal
training programs; revised interventions to prevent and decrease tobacco use; and revised
delineation of responsibilities to promote a tobacco-free Air Force.
Chapter 1
TOBACCO USE IN THE AIR FORCE
Section 1A— GOAL
1.1. The goal is a tobacco-free AF. Tobacco use is the leading cause of preventable death in
the United States. Tobacco use degrades the state of military readiness and the health of military
personnel. Commanders and leaders should strive for tobacco-free AF installations and decrease
supportive environments for tobacco use.

Signs would prohibit tobacco use in heavily-used areas such as playgrounds, sports fields; compliance voluntary, much like for littering, off-leash dogs, or alcohol in a park
King County would join a growing list of local parks, hospitals and schools with policies for tobacco-free areas under a proposed ordinance sent today to the King County Council to prohibit tobacco use in the busiest areas of the County's expansive parks system.
"When people come to a public park, they expect to breathe fresh air - not someone else's cigarettes," said King County Executive Dow Constantine, citing a survey of county residents in which more than 70 percent said they support smoke-free public places, including parks.

Intro: New legislation comes into effect today (Friday 6 April) to protect children from being the target of tobacco promotion and to help people quit smoking.
From today, all large shops and supermarkets inEnglandwill have to cover up cigarettes and hide tobacco products from public view.
Evidence shows that cigarette displays in shops can lure young people to start smoking. More than eight million people inEnglandstill smoke - it is one of biggest preventable killers causing more than 80,000 deaths each year. Nearly two-thirds of current and ex-smokers say they started smoking before they were 18.

Intro: The Wisconsin Department of Revenue (DOR) announces it will ask the Dane County Circuit Court to rule on the sale and use of pipe tobacco in roll your own (RYO) machines prior to the court making a final decision in the RYO case between the agency and RW Petersen, LLC, et. al. (RW Petersen).
Specifically, DOR will be filing a motion for injunctive relief with Dane County Circuit Court by March 30. The injunctive relief motion will ask the court to bar the use of pipe tobacco in RYO machines because state law prohibits the sale of tobacco for use in cigarettes, unless that tobacco is listed on the state’s directory of approved brands. No pipe tobacco brands are listed on the directory. (A motion for injunctive relief requires a party in the case to do – or refrain from doing – specific acts.)

Intro: The following information is taken directly from the World Trade Organization's dispute settlement web page which reports that on 13 March 2012, Ukraine requested consultations with Australia under the WTO's dispute settlement system with respect to Australia's Tobacco Plain Packaging Bill 2011 which the WTO website noted imposes "trademark restrictions and other plain packaging requirements on tobacco products".
On 15 March 2012, the WTO disseminated Ukraine's request for consultations (reproduced below) with Australia on "Certain Measures concerning Trademarks and Other Plain Packaging Requirements Applicable to Tobacco Products and Packaging" (WT/DS434/1). Intro: To date, Forty-two (42) municipalities in the State of Indiana have passed some local smoke free air law. Fifteen (15) communities (plus the Indianapolis International Airport) have implemented 100% comprehensive smoke free workplace laws that cover all workers in the community (highlighted in pink). An additional nineteen (19) laws are effective public health policy and follow the guidelines outlined by the U.S. Surgeon General for eliminating exposure to secondhand smoke from the indoor places that the respective ordinances cover, however these ordinances do not cover all types of workplaces (highlighted in green). Seven (7) Indiana communities have passed policies that do not follow the recommended guidelines outlined by the Surgeon General for protecting citizens from exposure to secondhand smoke (not highlighted).

Intro: Introduction
The Family Smoking Prevention and Tobacco Control Act (Tobacco Control Act) became law on June 22, 2009. It gives the Food and Drug Administration (FDA) the authority to regulate the manufacture, distribution, and marketing of tobacco products to protect public health.
The Tobacco Control Act:
* Recognizes that virtually all new users of tobacco products are under 18 - the minimum legal age to purchase these products. Many new users will become addicted before they are old enough to understand the risks and ultimately will die too young of tobacco-related diseases. The Tobacco Control Act seeks to prevent and reduce tobacco use by these young people.

Question:
It has been reported that quite a number of traders are suspected of sellingduty-not-paid cigarettes (illicit cigarettes) through a major shopping web site on the Mainland; as the retail price of these illicit cigarettes is 60% lower than that of genuine duty-paid cigarettes, and traders can deliver the illicit cigarettes through courier companies to the buyers' residences in three days, thus quite a number of young people in Hong Kong are attracted to place orders. In this connection, will the Government inform this Council: . . .
Reply:
President,
(a) The Customs and Excise Department (C&ED) has been closely monitoring illicit cigarette activities. Intelligence reveals that the sale of illicit cigarettes via internet is not common.
Last year, C&ED received only a single complaint regarding such activities in the local market. C&ED will continue to monitor the situation so as to prevent such illegal activities. . . .
(c) C&ED will take stringent enforcement actions against illicit cigarette activities. If the illicit cigarette activities involve Mainland websites, as these websites are operated outside Hong Kong, C&ED would refer such cases to the Mainland authorities for follow-up actions or appropriate preventive measures. Having regard to the mode of delivery adopted by such activities, C&ED will also step up inspection on import cargoes to prevent the smuggling of illegal commodities into Hong Kong.
